Consoles ignore keyboard localisation

We need to check this for non-English speaking users.

There does not seem to be an automatic way to do this, see for example:

and the console only supports Western languages for now anyway.

However we can make this process easier for Western non-English speakers by including the install-keymap utility, which is part of the console-common package, and the console-setup package, which includes console fonts for various languages.
